The reason I think he is mad at Kate and not the photog guy is that he is usually a gentleman, even with the press, and he is not being very gentlemanly with Kate. He is walking in front of her, behind her, anwhere but next to her. When she goes the wrong way on the stairs, not only does he not go back for her, he doesn't even wait. Later, when she tries to engage him, he ignores her and keeps walking. This is uncharacteristic behavior on his part. If he were just mad at the press, he would have treated her better. And, no, I don't think she got up and made a phone call. I would assume she has a publicist to do that sort of thing.
